Kazpatent and WIPO hold Training Workshop on Patent Searching and the Development of Technology and Innovation Support Centers (TISCs) in Kazakhstan

On October 7–8, 2026 a two-day training workshop entitled “Patent Database Searching and Development of Technology and Innovation Support Centers (TISCs) in Kazakhstan” was held at Kazpatent in Astana. The event was jointly organized by Kazpatent and the World Intellectual Property Organization (WIPO).

The workshop brought together more than 60 participants, including WIPO representatives, international experts in patent information, TISC coordinators and representatives of leading universities and research organizations.

Kazakhstan plays an important role in the global TISC network. Since signing an agreement with WIPO in 2021, the national network has expanded to 43 TISCs. More information about the national TISC network is available at: https://tisc.kazpatent.kz/ru/

The comprehensive workshop program covered a wide range of topics, from WIPO's global approaches to establishing and developing TISCs to practical aspects of patent searching, patent classification and the national patent system.

Day One: TISC Network Development and Fundamentals of Patent Searching.

The workshop opened with welcoming remarks by Sabit Akhmetov, Director of Kazpatent and Nathalie Montillot, Program Officer of the TISC Development Section at WIPO. The event was moderated by Aidyn Artykova, Deputy Director of Kazpatent.

In his opening remarks, the Director of Kazpatent expressed his gratitude to WIPO for its cooperation and continued support across various areas of Kazpatent's activities. He also highlighted key priorities for the further development of Kazakhstan's national TISC network, particularly improving the effectiveness of services provided and adapting international best practices to the national context.

Nathalie Montillot presented WIPO's TISC program, highlighting the benefits of participating in the international network, key areas of support, the importance of patent information, and tools and strategies for conducting patent searches. She also introduced participants to the Access to Specialized Patent Information (ASPI) program and the WIPO INSPIRE information platform.

Uldana Shalabayeva, Head of the Patent Research and TISC Coordination Department at Kazpatent, presented an overview of the current status of Kazakhstan's national TISC network and the results of the centers' activities.

Particular attention was given to the practical experience of organizations hosting TISCs. Presentations on the activities of the centers, services provided, support for researchers, and the development of innovation were delivered by:

  • Nurlan Akishev — Intellectual Property Manager, Development Office, Nazarbayev University;
  • Abdilla Saipov — Head of the Technology and Innovation Support Center and Intellectual Property Protection Unit, M. Auezov South Kazakhstan Research University;
  • Zamira Sarsebekova — Head of the Intellectual Property Service and TISC, Kazakh-British Technical University;
  • Alexandr Abramenko — Patent Attorney and Patent Specialist, Toraighyrov University;
  • Adil Satybayev — Analyst, Information and Analytical Department, Science Fund.

Aidyn Artykova, Deputy Director of Kazpatent, delivered a presentation on Kazakhstan's national patent system, highlighting key aspects of intellectual property protection and the role of patent landscapes.

International expert Zeynep Sevimli, a Qualified Patent Information Professional (QPIP) and representative of Sincore IP (Türkiye), conducted training sessions on patent classification and the practical use of the Derwent Patent Search platform, introducing participants to tools for searching and processing patent data.

Day Two: Practical Training on International Patent Databases and WIPO Information Resources

The second day focused on practical training in the use of international patent databases and WIPO information resources.

Nazifa Baktybayeva, Associate Officer of the TISC Development Section at WIPO, conducted a training session on patent information searching using the international PATENTSCOPE database.

She also introduced WIPO's TISC Project and Performance Management (TPPM) platform, designed to support project planning, performance evaluation, and management, as well as to improve coordination and monitoring of TISC activities.

A separate session was dedicated to the use of Derwent Patent Search, a professional patent information platform developed by Clarivate.

Nick Solomon, Senior Product Consultant at Clarivate Analytics (Australia), delivered an online presentation on the platform's key functionalities and its application in patent information searching and analysis.

Discussion on the Future Development of Kazakhstan's National TISC Network

In the afternoon, national consultations and a roundtable discussion were held to address the further development of Kazakhstan's TISC network, existing challenges, strategic priorities, and potential areas for future cooperation.

The discussion on the development of the national TISC network featured contributions from:

  • Olzhas Bilyalov — Chief Strategy Manager, «Samgau» Center for Scientific and Technological Initiatives Foundation;
  • Gaukhar Seitkassymova — Head of the Commercialization Office, Abylkas Saginov Karaganda Technical University;
  • Assel Nurmanova — Chief Manager, Office of Commercialization and Contract Research, K.I. Satpayev Kazakh National Research Technical University;
  • Rashitdin Kokenov — Chief Manager for Patents and Licensing, Department of Science and Innovation, Astana IT University;
  • Rakhmetolla Zakarya — Acting Vice-Rector for Science and Innovation, Kh. Dosmukhamedov Atyrau University;
  • Lazzat Karasholakova — Director of the Department of Science and Commercialization, I. Zhansugurov Zhetysu University;
  • Orynkul Orazbayeva — Sector Coordinator, Commercialization Department, Khoja Akhmet Yassawi International Kazakh-Turkish University.

The roundtable addressed issues related to improving the effectiveness of TISC operations, expanding the range of services provided, strengthening cooperation among universities, research organizations, and Kazpatent, and developing professional competencies in intellectual property and technology commercialization.

Particular emphasis was placed on the need to further improve coordination mechanisms within the national network, facilitate knowledge and experience sharing among TISCs, and enhance access to patent information for researchers, inventors, and businesses.

As a result of the workshop, participants gained knowledge and practical skills that they can apply in providing information and advisory support to inventors, researchers, scientific organizations, and business representatives.

Kazpatent will continue its efforts to develop Kazakhstan's national TISC network in close cooperation with WIPO, focusing on strengthening the professional capacities of TISC specialists, expanding access to patent information, improving the quality of services, and enhancing the role of intellectual property in Kazakhstan's scientific, technological, and innovative development.

Such initiatives contribute to building a sustainable innovation support system, promoting patenting activity, and fostering a stronger intellectual property culture in the Republic of Kazakhstan.
